Creep when braked at light, 190E

While sitting at a light, car will lurch forward a hair, as though I had taken my foot off the brake, even though I am holding the pedal down firmly. The pedal may pulse faintly, but does not sink. Idle steady at 700rpm, but it seems to briefly dip a hair when this occurs. This occurs up to several times a minute. My thought is a problem with the ABS, which I don't believe should be active at rest. The ABS light is off. Any ideas?
