Not exactly sure where the "no prospects for future business" came from. I simply wanted to know what other's thought were on being charged 1.5 hour worth of time to reset a light.

In my business, I am a lawyer, if I bill for the time I work. Since I know a little about cars, I do some of my repairs (most, I cannot do). My colleagues do not do any repairs themselves and frequently ask me where to bring their cars.
Indeed, if there was a minimum charge because of liability, I would understand.

Bottom line, one shop wanted $110 or so, the other $35. I found out about the shop that charges $35 from a former partner at another firm. He spoke highly of the second shop, poorly of the first. The first shop said it took them 1.5 hour to do the work, so did the dealership. I thought that was a little surprising, and I simply wanted an honesty check. I could stomach someone saying it will cost $110 because of liability, even though it only takes 5 minutes. I do not like being told it takes longer than it actually does.
