It is not a spec problem. There isn't enough difference in specs to cause your first problem and if they got that wrong they probably got more that specs wrong.

Your first problem sounds like the steering was centered improperly. Does your steering wheel lock in the straight ahead position with the key out. If it doesn't then it isn't centered properly.
