If she bought a new car in California, it should have been equipped with the front license plate bracket. In this case she should proabaly go back to the dealer who sold her the car, show her the ticket, demand a free license plate bracket, and request that they pay for the ticket.
I bought my Mercedes as a certified pre-owned, and on one of the repair orders, it mentioned "front plate holder is missing -- install front plate holder"
