I can understand if the car is illegally parked, has no visible DMV plate anywhere, or has an expired registration, but cited for having no front plate and parked legally and with rear plate and current sticker? This is the same city I got my ticket. Is this even legal?
Absolutely!!! California
requires a front license plate on the car. Period. No exceptions for parked cars are mentioned in the law.

If she bought a new car in California, it should have been equipped with the front license plate bracket. In this case she should proabaly go back to the dealer who sold her the car, show her the ticket, demand a free license plate bracket, and request that they pay for the ticket.

I bought my Mercedes as a certified pre-owned, and on one of the repair orders, it mentioned "front plate holder is missing -- install front plate holder"
