Towards each side of the panel with the sound insulation, you should find two thubscrews. Undo these, and take the rubber sealing strip off the top, and you should be able to take the whole panel out, which should reveal the wire routing between the engine bay, and the wiring connector.

On my car, this is where the brake cylinder is, but, perhaps your steering wheel is on t'other side?
