No, an Easy-out is a bolt extractor. You drill a small pilot hole through the center of broken bolt or stud. The bolt extractors then slip up into the pilot hole. They are either a square wedge shape or a curley-cue shape.

A tap is a male thread cutting device. You use it to either clean up existing threads or to cut new threads.

Using a tap is recommended AFTER removal of the broken piece.
