How long have you been out here? The smog only test stations is a pretty new development here. The smog tests are now a "big business" (unfortunately)
Not that long ago, they were no big deal, and any corner gas station used to be able to perform them - and many did. Maybe that is what your records are showing.

Well, the fan should spin freely, if you turn it with your hand when the car is parked, and the engine is off.. On mine it certainly does.
It is an interesting picture, you have a good camera evidently. The radiator looks visibly in good condition but you never know about the passages inside after 24 years. There is a new thread going about Lifespan of Mercedes radiators, on Diesel Discussion, and the results are inconclusive - seems to depend on the car. Some originals last longer than yours.
If yours says Behr - made in Germany - it ccould be the original, with the unreinforced upper hose neck.
I don't know much about visible identification of smog equipment, though so can't honestly tell you about that thing, what it is supposede to be for.
You are right, the horsepower ratings descriptions changed in (about) 1971.
I once had a old Kelly Bluebook a guy at a body shop gave me from around 1975 or something like that, you could see the different ones in it.
Not everyone knows that.
