If I remember correctly, there is a short (1 1/2 inch) piece of vac line that connects between the top part and the bottom part of valve. Maybe yours is missing???? The only other vac line is from the back side of the ETA. It connects to the purge valve (black thing with MOT letters located on top of drivers side fender well) with larger diameter plastic type vac line.
