If your car has metalic paint, it may have a clear coat, if not, probably not. One way to tell is to take some cleaner wax or polish and try rubbing a spot. If the rag turns the color of your paint, no clear coat.
As far as having it detailed, as long as you take it to a good experienced shop, they will do the job properly. Although they can't do miracles, your car will look much better. If you have one of the non-metalic paints, you'll be amazed at how well they clean up.
