I use spray contact adhesive. Napa carries it for sticking insulation. It's also a common hardware store item. Just peel back the insulation slightly, apply a LIGHT spray to both the hood and the back of the foam. Let both surfaces dry, then press the foam against the hood. The spray adhesive is also easy to remove with adhesive remover (xylene+acetone?) for when it's time to replace the whole pad later.
