The blower circuit is turned on in the heating mode by a vacuum switch. The condition of blower in AC only usually means you have a large enough vacuum leak, or leaks, that the vacuum switch can't operate to engage the blower motor. I suggest that you get a mighty vac, or the Harbor Freight equivalent, and start checking your vacuum pods and lines for the leak. I went through this with my '79 a few years ago, and ended up installing the digital upgrade advertised in this forum, as I found not only bad pods, but the mechanical nightmare that is the heater servo was totally shot. I am extremely happy with the digital upgrade! Spendy, but it works very well.
