When I did mine I was using an allen wrench... I know, the cheap way... but it worked
It took me a bit to figure out how to work it down to the spot, but I finally made it... at least on my car I had to take a metal plate off that was sitting on top of the mount underneath the arm... and I didn't have to take the shocks off... I dunno if this helps or not, but it's what I did... PM me if you want more details
