Legally, I think "Hispanic" could mean very different things. I have a long time friend who's 2nd generation American (grandparents from Portugal) with a very interesting take on it. When he taught college (EE) he told his students who asked, "I'm white, as are native Europeans." And, he appears so just with brown eyes and black hair. He explained to me (paraphrased) "When bean counters decided that
white means Aryan (before Hitler), Anglo-Saxon (originally two races), Gallic, Iberian (the "real" Hispanics-not indigenous Central and South Americans), multiple Mediterranean races (depending whom you ask, also includes some Middle Easterners) AND Caucasian, I just started to IGNORE them."
In the 2000 census, he got the long form that asked race, income, if you own your home, etc. Under the race category he checked "other" and filled in
HUMAN! When the census folks came knocking, he answered the THROUGH the door, "I have a can of Mace and if this door opens it WILL be sprayed." They left. I kind of want to be there when they come this time.
