The cluster is made of several parts that must be aligned/assembled correctly, if either or both of the two panels under the turn signal bulbs is shifted = the two small power tabs of the bulb socket will fail to seat/contact the printed circuit = remove the turn signal bulb sockets, loosen the screws, shift the panels, tighten the screws, install the turn signal bulb sockets and test.
