When I called them, they said the charges were initiated by a family member visiting an employment web site. Only my name is on the phone bill, but apparently thats enough for them to start charging $14.95 each month. They had already charged 2 months to my Verizon bill, but promised to credit my account. We'll see.

FYI - You need to explicitly tell your phone company to block any 3rd party charges like these.
