[smart ass] Start by buying a set of ecode lights. You can then remove the DOT fixtures and deposit them in the trash where they belong

Its possible someone installed the locking ring wrong and forced it in place. I'd be worried it would fall apart as you try to remove it. But, if it does break the lamp will mostly stay in place in the fixture... the O ring will hold it.
