IIRC this is not applicable to the engine that the op posted.

Push out the plunger (remove it), install the housing,then push in the plunger and install the cap. Not doing it this way will possibly tension it way too much and destroy the chain and other stuff along the way. I've read horror stories on teh forums because of this.
