'80 300TD slipping in 4th

Slipping in 4th, not flaring, although there is some at 2-3 and 3-4. Slipping occurs when the engine is loaded, primarily uphill with too much throttle. It will also slip on the flat with too much throttle. This slipping occurs long after the 3-4 transition, whether there is a flare or not.
What should I look for? I don't want to wait for major damage. Letting up on the throttle stops the slipping.
Transmission fluid doesn't smell burned, very clean. If the rain will let up I will disconnect the modulator and see how it shifts.
