If the reading is correct ???
* Previous owner installed a new chain, and lost timing.
* The cam sprocket was removed and re-installed backward.
* The harmonic dowel's are broken = shifted position.
* The timing chain tensioner is damaged.
At this late date, Offset keys are not a wise choice.
