Make no mistake, as designed, the ACA is a H U G E windfall for the insurance industry. I think it likely that the hopes of the current administration and most left wingers is that this will lead to a backlash and then a single payer solution which excludes the insurance industry maggots and ends up putting them in the category of offering only supplemental benefits or none at all. I dunno if this will ever happen due to the vast resources that the industry has acquired from all they are paid by we the sheople...
