While trying to prime I put. Light on the clear line coming off of the lift pump and I can see fuel moving up but it gets to maybe 3/4 and won't go further or any variation of that but not more than 3/4 of the way up the line.

What gives?

Do I need to put more fuel in the tank so there is adequate pressure behind the lift pump? Could I have a leak somewhere?

Have you tried with a small can of fuel in the engine bay? Might be worth a try to see if you can get it running that way then worry about the tank and lines.
