Fuse 13 is for hazards, clock, radio and door locks. The only high amps item in the bunch is the door lock pump unless there's a mjor short in the other items. Maybe the pump is stuck on. I believe it's in the spare tire well in your car. Disconnect the electrical connections and see if the drain goes away.
