This mechanic seems to be full of excuses and not solutions

Some MW IPs from about 1983 have a little cover on the governor that allows what is commonly called the A-B timing light. This is an easier way of setting begin of delivery. However a drip test can be done with or with out this ability. A drip test is the standard test.

Perhaps it is time to find a different mechanic.
