What I did...
Put the clip in position under the edge bead. Wrap a piece of cloth around th ebottom of the cloth and the bead, then hold it all together with a vice-grip.
Using needle-nose pliers compress the clip to go under the flaps on the cutouts.
Took about 15 minutes.
I think my problem may have been because the cover dented right where the clip needed to be, deforming the metal behind it - but I got it to go, so all is well. As I pointed out to the wife, if it doesn't hold, I can get an undented hubcap anyhow, so its a win-win.
