Those are not rubber flaps - they are plastic louvres which are pulled open by a wax type thermostat on the panel. It only works if you have the engine belly pan installed correctly, that way the engine bay gets baking hot and the louvres open and air exhausts.

Those two are the easiest to find in a yard - the lower ones are gold unicorns.
