Well when I was a Junk Yard I came a cross an engine that had the fuel injection pump removed and the Oil filter Housing was still in place. Next to the Car I found the Vacuum Shutoff that attaches to the Fuel Injection Pump (and that turned out to be no good).
My assumption is that the vacuum shutoff was removed to get the pump out without removing the Oil Filter Housing.
There is a bracket on the bottom rear of the Fuel Injection Pump and you do need to remove one of the Oil Cooler Hoses to get at that.
I am hear at the Library and cannot look at the notes but in the past I tried removing and installing the fuel injection pump without removing the Oil Filter Housing. I can only remember that I got it out.
I remember I had trouble getting it back in place like that but don't recall the details. If I remember I will look in my notes to see if I actually had a tread on that as my memory is too poor to know for sure.
