Wasn't the state trying to restrict out of state truckers from coming into California who aren't compliant with that rule?

I could have sworn there was some sort of federal injunction against it because the law clearly hits up against the commerce clause of the constitution.

I just don't see how the state can legally remove vehicles, commercial or otherwise, from the road because they decide to retroactively remove them.
