I don't think you can blame the school for allowing the bullying. Their hands are tied as far as that goes. If they try to stop a bully the bully claims the school is bullying him. In my day if we were picked on we just got a few more kids together and held the guy down while 5 or six of us took turns kicking him in the nuts. End of bully problem.
