It can be a wire.
Shorting across others.
It can also be a common ground point corroded.

It's not a relay. It's not a fuse. Its not the diode. It can't be just a wire or a switch.
There is some device somewhere that affects all these things simaltaneously, but nobody knows what it is.
Oh....When you pull the directional arm towards you, it turns your high beams on. It's a Euro-thing ... but its on all imports.
