If paypal limits someones account, it;s because they were doing something fraudulent or shady in most cases. I.E. not paying sellers for items, or selling soemthing and not shipping the item etc.

Buyers can be just as shady as sellers. I had problems when a buyer claimed that he did not receive an item. USPS Delivery Confirmation said otherwise. But I was "guilty" until I proved myself innocent with Paypal.
