What type of rescue plan are you referring to? If the Fire Marshal signs off on the fire plan you bet your but he's liable and developers pay big bucks to municipalities for this stuff. I have a friend that just paid a city gov. over $5K to approve a handicap plan, it the city wants to play architect and accept the fee's they better be willing to pay up.
What were really witnessing here is an issue that is springing up all over, city gov's are playing around in the private market place and when someone gets burned they try to dodge the bullet.
This used to be the architects job.
