electricity needs to flow, you need a connection from positive to negative for that to happen. The car is insulated from the earth by the rubber tires. The cat sitting on the car will not get a shock unless the car is charged and the cat is grounded somehow (just like birds on a wire). You would have to make a grid system of positive and negative wires (like a bug light that zaps the insects when they hit two wires).
