DIY exterior rust fix
just wondering if there's an easy way for an amateur to go about fixing this. Or if i went to a body shop how much would it cost me versus doing it myself?

The way that is cracked makes me think it's a bondo repair that's failing. If you're not experienced with body repairs, it could end up being an involved repair. You might be better off trying to find a better fender from a parts car to replace it with and get it painted to match. Those fenders are fairly easy to replace.
Body shops are all pretty pricey, but it might be your best option. You can always try to do the repair yourself and keep a body shop as plan B.
