126 front fender liner question

On my 1983 126 chassis the plastic liners inside the front wheel wells are "tired" and pretty bashed up at the bottom.

The front of the rockers appears to be open to the elements and the only seal to keep out winter nasties is the said tattered plastic liner - which seems to be one piece right down to the front of the rocker.

Is this correct? I've never encountered a vehicle with open rockers before. If so, does anyone have a source of supply other than the dealer for these? A new parts seems in order as the fit has to be exact.
