95 e300d windshield rust

Big crack in the windshield, Safelite came to replace it today and said that they couldn't because there was rust on side and top mouldings. Glass guy said it looked like bubbled paint. Guy said a moderate rust condition might only require scraping and sanding, but a bad rust condition sometimes requires welding at a body shop!

How do I proceed? Have a body shop check it out or remove the glass myself and have a look? If there really is bad rust under the glass on the molding, I'd be in trouble since I have no welding experience.

Sorry for posting this here in the diesel forum. It is a diesel and this is the most helpful group in this forum.
