I know we've all seen the droppy holder on the back of seats on various 80s S and E class... but has anyone ever fixed this? I would think a simple piece of elastic from a sewing/fabric store would probably work okay but am curious if that would be a quality solution...

I bought a universal elastic trunk cargo net on ebay for $10 and I have about 20 feet left of elastic in my tool box. Let me know if you want a cut for shipping cost.
1) Take the screw at the bottom of the seat back out and side the back off. 2) 2 screws on the top corners of the plastic elastic holder and the bottom un-clips. 3) The elastic upper has 2 metal clips crimped on which hold into in the plastic, a flat screw driver and pliers are all you need to uncrimp and re-crimp the metal clips on to the new elastic. NOTE: Obviously don't measure the old stretched out elastic, you want the new to have slight tension across. Please take photos for an DIY write-up.

Instead of replacing the elastic cord, I just used a "toggle" like they have on jacket and bag drawstrings to tighten or loosen the webbing.

I did the sewing store fix. They have several widths and shapes to choose from. Cost a whopping $3.00. I reused the metal cord holders that were on the original. I used an awl and needle nose pliers to get them off. I used lineman pliers to recrimp them. It's a quick fix requires little skill and money and looks 100% better.

I just did this fix a few days ago. I agree, cheap and easy fix and looks like a million bucks when you're done! Black 1/4" elastic was 81 cents at Wally World, and I have enough left to do each pocket one more time each (will keep it as spare). Took all of 30 minutes to do, very satisfying...
