applying POR-15 on nut and bolts
If I apply POR-15 or similar stuff on bolt head and nut, will it be permanently impossible to unfasten the bolt and nut?

You will not have a problem undoing the POR15 covered bolts. POR is not that strong. A socket set will be able to break the bond.
