The wheel seals are sold separately, but the picture shows them as part of the wheel bearing kit. Looks like you got shorted. I would let the vendor know. You did not get what you paid for.

Paid $16.32 per side today for SKF bran wheel bearings & seals at NAPA.

I checked the china bearings and the quality was easy to see, and feel in the bearing action. I wouldn't have used those on anything I have ever owned.
