Have corrected the problem at least partly. Blew some compressed air down the connection, now it has some vacuum but not as much as the connection next to it. Don't know if this is normal but don't think so. After doing this, still would not shut off so I traced a vacuum leak way on the right front of the car, due to a cracked rubber. Fixed that and now it shuts off but it takes 5 to 10 secs after you turn off the key for the engine to stop. This can't be right but I don't want to take a drill to the one way valve that controls the brake vacuum.
