I would go as far as checking for possible loose head bolts with a straight forward torque check to spec. If I find any reason to back out the bolts for reqtorque: I'd replace the bolts and head gaskets first. Then torque to the two steps as Brian described.

Peter, the problem is that you don't have a spec. After you make the two 90 degree rotations, you are in "no-man's land" with regard to torque.

You could, I suppose, pick a torque value and run down all the bolts and see if any of them move. If none move, raise the torque a bit until the first one breaks loose. But, even in this case, where are you???
