A little more power please.....

Back in December we put the new rebuilt engine in the 91 350sdl.. It runs great, but don't really think it has the Power that the old one had... Before you could hear the Turbo whistling a fair amount, now you don't. I know the car has the ability to have the power, but don't know if its been tweaked enough or at all... The new engine came with a new injection pump etc.. Any suggestions on what I can look for or simple adjustments I can make??? Thanks...
