Car trying to catch fire!!

I could use some help. My car has been sitting for a while so I decided to take her for a spin. After I got back I popped the hood and noticed smoke coming from below the master cylinder. There were a bunch of leaves under it and my first thought was electrical fire because I just previously removed
my instrument cluster. After I cleaned out all of the leaves I noticed a coiled wire assembly mounted to the bottom of the secondary fire wall right below the master cylinder. Looks like this part is getting hot and smoldering the leaves. Does anybody know what this part is and what's it for. I am guessing its some kind of load for the electrical system. But I have never noticed it get hot like this before.. I'm hoping I don't have a new problem

Yes it did

Mine is clean enough by the heat coils to not have to worry about it, and I'm paranoid so I check it whenever I have the hood open.....
