1994 S350 turbo not working after 2-3 minutes after starting engine,seems catalytic..

Two to three minutes,or better said,two to three accelerations after turning the engine on the turbo doesnt work anymore. If I turn the engine off and on again the turbo works for the same length of time. The mechanic thinks the catalytic converter is clogged. He told me that i can remove it completley and that wont cause trouble (other than the increased emmission of gases) and in return it will add horsepower and it will run cooler.Is this true and since now the engine produces 148 hp how many HP should it get after removing the catalytic converter?
