between banjo bolts

Hi there. after reading quite a few posts I cracked the ALDA today (my 84 300D was still a virgin) and turned my dog into a pup. Surprising speed and power, plus it seemed my shifts were a bit smoother.

however, before doing that i cleaned out the "crossover lines". What is the device in the middle - where the lines meet, screwed against the fire wall? and more importantly, what is the effect of turning that black plastic cap? i sent air through it and found that the turning the cap one way closed the airflow (which was never strong to begin with).
