'81 300dD - What is this? (Pic)

I always assumed that this is part of the cruise control system, but as there is no actuator above the Power Steering pump, I assume this is worthless. There is a vac line that comes off of the second prong of the yellow door-lock check valve under the hood that connects to this thing.

1. Is this supposed to be supplid by vac from the door lock check valve?

2. If so, I'm thinking I should just tee off the line to eliminate another source of vac-leak(frustration)?

This is the cruise control actuator and it is connected to second legs of the door lock check valve. I just disconnected it and plugged it at door check valve. In my case the cruise control system never worked on my car since I've owned it from 1989.
