For 1.5 Billion (I'll beat the previous offer by .5 billion!) I'll get you the tanker and crew you need, just name your size tanker that your project requires.

Hey, I've got an old oil tanker! It hasn't been taken out in a while. It's got the Wartsila-Sulzer RTA96-C turbocharged two-stroke diesel engine, 6 cylinder version. All it needs is a diesel purge and Italian Tuneup and it'll be good to go. I'll let you have it for 1.3 billion, including the crew, and throw in the private Gulfstream IV or DC-3, your choice absolutely free.

Starting up a little oil company is probably a bad idea.

Now an oil shipping company, thats interesting. Lots of money to be made in shipping, love to invest in it someday...

Actualy purchasing the tanker would be the easy part. Finance the whole thing and have a corp in a country with liberal laws own it. Maybe have another corp control that one, this way many tankers can be owned. Structure the whole thing and finance 100% so if something goes wrong, like it sinks while its full of oil, you are not liable. Can't sue a bank note!

Hmm most interesting...
