Heating Issues

THis has been a problem since i bought the car, wasent really worried about it, but now its kinda getting enoying, Expecially since were suppose to have weather in the 50's all this week, im gonna need the heat.

So get this, the Heat will blow cold, even after i warm it up, but if i turn the heater on high, turn the car of, then turn it to the start position, and repeat until i get it to the temp i want, then it will stay there and run nice the rest of the time, until the enginge gets cold agian, then i have to turn the car off, after it heats up and do that trick agian

has anyone had this problem? if so, how can it be fixed??

FYI its a 240D 4 speed

thanks
