Bleeding problem?

1st post here so please bear /w me.
noticed a couple of 190d owners online but this is open for any diesel guru.
having a problem starting my 190d /84 2.2.
car sat for some time, replaced fuel, glow plugs, new batt.checked fuel shut-off,
cannot seem to get fuel to pump outta IP.
read "many" older posts on the subject though they were not 190 specific
I tryed many of the sugestions.
being that the IP is self asperating? bleeding? not sure how to tell if fuel is circulating inside pump.
