Primer Pump question.....84 300CD

Primer Pump question.....84 300CD

I just replaced the primer pump with the new version and was wondering if the new pump needs to be tightened? Do I need to push down on it and screw it down tight???

Or does it stay loose and ready to pump?? (sorry for the poor choice of words....

)
